Recommendation
It is requested that the Board:

- Reject all bids received in response to Invitation to Bid B-4-20-51, Valkaria Airport AV Gas Fuel Storage Tank Replacement;
- Authorize Valkaria Airport to have the project redesigned;
- Authorize Purchasing Services to re-advertise the project with the redesigned plans and specifications;
- Authorize the County Manager to execute all contract related documents and approve any necessary Budget Change Requests.

Summary Explanation and Background:
On May 19, 2020, The Board approved and accepted the 80/20 Public Transportation Grant Offer/Agreement for funds related to the procurement of a new 100 octane low-lead aviation fuel system (tank) to be located at Valkaria Airport; authorized the Chair or County Manager to execute the agreement and other documentation on behalf of the County; approve all necessary financial/budget adjustments; authorized staff to initiate and complete the public bidding process; and authorized the County Manager to execute necessary budget change requests. On May 21, 2020, Purchasing Services, on behalf of the Valkaria Airport, formally advertised the Valkaria Airport AV Gas Fuel Storage Tank Replacement Invitation to Bid. The solicitation's purpose was to solicit formal bids from qualified contractors to provide all parts and labor for a design-build project to remove and dispose of the existing 10,000-gallon fuel storage tank, submersible pump, all appurtenances; as well as the installation of a new, 12000-gallon AV gas fuel storage tank, a new submersible pump, new appurtenances, a new credit card reader, and other fuel system modifications.
