Fiscal Impact:
The PTASP is a mandate of the Federal Transit Administration. Yearly implementation of the plan is approximately $25,000 to $30,000 in staffing. Failure to have a Public Transportation Agency Safety Plan plan could adversely impact the County's ability to receive funding from the Federal Transit Administration of approximately $7,000,000 annually.

It is requested that the Board of County Commissioners approve and authorize the Chair to execute the update to Brevard County Space Coast Area Transit Public Transportation Safety Plan (PTASP) 2023.

Summary Explanation and Background:
The Federal Transit Administration requires most transit agencies develop and continuously update their Safety Plans which includes the processes and procedures necessary for implementing Safety Management Systems (SMS). Also included are the need for each transit system's setting safety targets for reducing accidents, incidents, and injuries by implementing new safety committees, safety promotion campaigns, reporting and training.
Key Updates to the 2023 PTASP are:
1. Provision was added detailing proposed requirements for the Safety Committees to include as well as: reporting procedures, and accident investigations requirements and corrective actions.
2. Updates from the Bipartisan Infrastructure Law Changes ? 5329(d), Risk requiring Reduction performance targets and Safety Committee responsibilities.
3. Addition to the provisions for Preventative Maintenance guidelines, included the Contract Oversight guidance.
4. Updates to organization charts for Brevard County and Transit Services.
