Fiscal Impact:
If approved, a total of $3,099,586 of newly disbursed Transportation Impact Fees and a total of $330,463 of previously disbursed Transportation Fees will be utilized for the projects listed below. The total appropriation of all Transportation Impact Fees for these projects is $3,430,049. The Impact Fees that will fund the project recommendations have been collected in prior fiscal years and accumulate in Reserves for Capital Outlay until projects are identified and approved. They are then disbursed to the jurisdiction where the impact fees were assessed.

It is requested that the Board of County Commissioners consider approval of the disbursement of $3,099,586 and the reallocation of $330,463 in Transportation Impact Fees in accordance with the recommendations prepared by the Transportation Impact Fee Technical Advisory Committee for the North Mainland Benefit District, which appropriates a total of $3,430,049, and authorize the Budget Office to execute any budget change requests necessary for implementing these appropriations.

Summary Explanation and Background:
The Transportation Impact Fee Technical Advisory Committee for the North Mainland Benefit District consists of representatives from the City of Titusville and Brevard County Public Works. On February 27, 2024 the committee unanimously approved the project funding recommendations on the attached project list. The recommended projects include dirt road paving and sidewalk construction by Brevard County Public Works (Totaling $990,049), as well as sidewalk infill construction and a congestion master plan for The City of Titusville (Totaling $2,440,000).
