Fiscal Impact:

Allocate $1,533,193 of the ARPA revenue replacement funds allocated for Commission District 1, and allocate $1,955,182 of the ARPA infrastructure funds allocated for the Commission District 4, per Board direction on July 20, 2021.

Requested Action:

Recommendation

It is requested that the Board of County Commissioners approve the following identified uses of ARPA funds, which align with Board direction of the allocation of ARPA first tranche funds on July 20, 2021; Authorize the County Manager to execute all necessary budget change requests for ARPA funded expenditures approved by the Board; Authorize Purchasing Services to issue and award competitive solicitations; Authorize the County Manager to execute all contracts, contract amendments, task orders, work orders and any necessary extensions upon review and approval by the County Attorney’s Office, Risk Management and Purchasing Services.

Summary Explanation and Background:

 

On July 20, 2021 the Board of County Commissioners approved the allocation of $10 million to be split evenly amongst each Commission District whereby each Commissioner will bring forth an Agenda Item for intended use of those funds within their respective Districts.

 

Commission District 1 previously identified $8,466,807 in allocations for 1st Tranche ARPA expenditures. District 1 will be using the remaining $1,533,193 of its allocation of ARPA funds to support Capital Improvements for Parks in the North Area.

 

Commission District 4 previously identified the full $10 million in 1st Tranche ARPA expenditures, however $1,955,182 is now available due to grant funding received for the South Central Zone C Septic-to-Sewer project. These funds are being re-allocated to the following:  Utilities Services: South Central WWTP Biosolids Storage Building, Roll-Up Door Replacements, Vac Truck Replacement, $1,455,182; Public Works: Kaiser Excavator, $500K.
