Requested Action:

Recommendation

It is requested that the Board:

1.                     Review and rank applicants;

2.                     Appoint the four highest ranked science applicants;

3.                     Appoint the two highest ranked business, finance or real estate applicants;

4.                     Appoint the next highest ranked applicant in the two categories as alternate committee members; and

5.                     Appoint the recommended TDC appointee.

Summary Explanation and Background:

On December 20, 2022, the Board directed staff to advertise and fill the current openings on the EEL Selection and Management Committee with the opportunity for current members to reapply.  In addition, the Board directed staff to add two additional voting seats on the committee for members with expertise in either business, finance or real estate. 

 

The openings were publicly advertised on December 28, 2022 with an application submission deadline of January 13, 2023.  As per policy, all submitted science applications were reviewed and initially ranked by the Qualifying Committee on January 17, 2023.  The list of qualified science applicants was reviewed and confirmed by the EEL Procedures Committee on January 18, 2023.  Eight (8) qualified science applicants, Fifteen (15) business, finance, real estate applicants and one recommended appointee from the TDC are now being presented to the Board for final ranking and appointment to fill the seven open positions and two alternate positions on the EEL Selection and Management Committee.

 

The list of qualified science applicants and their initial ranking scores are as follows:

1.                     Maryann Civil with 117 points

2.                     Jon Shepherd with 117 points

3.                     Elizabeth Becker with 113 points

4.                     Lisa Toland with 112 points

5.                     Christopher O’Hara with 112 points

6.                     Tamy Dabu with 112 points

7.                     Jacob Zehnder with 112 points

8.                     Jennifer White with 108 points

 

On January 18, 2023, the Procedures Committee members met and unanimously agreed that all 8 applicants were qualified to serve on the Selection and Management Committee.

 

The list of applicants with expertise in business, finance or real estate are as follows:

The recommended appointee from the TDC is Mac McLouth.

 

The Board is requested to complete the final ranking process as defined in the EEL Land Acquisition Manual by each Board member assigning a score of 3, 2 or 1 to each of the qualified applicants with 3 being the highest score for preferred applicants.  Staff will collect and tabulate the scores.  The four science applicants with the highest scores and the two business, finance, real estate applicants with the highest scores will be appointed to the committee.  The applicant with the next highest score in the two categories will be appointed as alternate committee members.
