Fiscal Impact:
Staffing for the Affordable Housing Advisory Committee is funded through State Housing Initiatives Partnership (SHIP) Program grant funds and equates to approximately $2,600 per year (for direct Committee support). There will be no impact to the General Fund.

Recommendation
It is requested that the Board of County Commissioners consider the applications from four volunteers requesting to be appointed to the Affordable Housing Advisory Committee (AHAC) for the seat actively engaged as an advocate for low-income persons in connection with affordable housing and:
Option 1: Utilize the attached ballot to vote for one applicant with the highest scoring individual as the selection for the vacancy with a term that will expire on June 30, 2024.
Option 2: Choose one applicant for the AHAC vacancy with a term that will expire on June 30, 2024.
Option 3: Direct staff to initiate procedures to re-advertise the seat for an individual who is actively engaged as an advocate for low-income persons in connection with affordable housing.

Summary Explanation and Background:
The Affordable Housing Advisory Committee (AHAC) is a state mandated board (Florida Statute 420.9076), which allows Brevard County to receive State Housing Initiatives Partnership (SHIP) funds. The AHAC makes recommendations to the Brevard County Board of County Commissioners on the allocation of funds from the state SHIP program, the Federal HOME Program, and other federal and state funds which allow the county discretion in the determination of housing priorities. Additionally, they review established policies and procedures, ordinances, land development regulations, and the adopted comprehensive plan of the county, in order to recommend specific actions or initiatives to encourage or facilitate affordable housing while protecting the ability of properties to appreciate in value.
The AHAC consists of members who represent specific categories, per the Statute. One of these categories is for a county resident who is actively engaged as an advocate for low-income persons in connection with affordable housing. The Department has solicited for this vacancy in multiple ways: through a local newspaper of general circulation, press releases, and on the County Website.
The County has received four applications from residents for this single vacancy: Ina Fritsch, Robert Klimkowski, Vinnie L. Richardson, and Rosa Enith Sapikowski. All applications and other supporting documents have been attached for review.
