Recommendation

It is requested that the Board of County Commissioners approve the following actions for the acceptance and award of FDOT Intermodal Grant Funding:

 

                     The Board to accept the FDOT Intermodal funds for planning, design, environmental analyses and permitting of future Cocoa Terminal Transit Hub,

                     The Chair to sign the Authorizing Resolution,

                     The Transit Director to electronically sign the follow-up Public Transportation Agreement, contingent upon the County Attorney and Risk Management Approvals,

                     The Transit Services Director to execute any additional follow-up documentation, resolution and amendments necessary to secure these funds,

                     Authorize the County Manager to execute necessary budget change requests.

Summary Explanation and Background:

In the Spring of 2022 the Florida Department of Transportation presented Space Coast Area Transit the opportunity to receive funding at a 50% match from potentially lapsing FDOT funds designated for Transit - Operating, Capital and Planning Projects.       

 

It has been the desire of the department to construct a transfer center at the Cocoa Terminal to not only improve the visual effect on the neighborhood, but to provide an enhanced, safe environment for our passengers, bus operators and Transit vehicles. This location will serve 5 bus routes that allow the residents of the community to transfer from one route to another and continue their trip which provides access to areas throughout the County to get them to destinations such as work, school, shopping, medical appointments etc. The Cocoa Transit Hub will additionally provide riders with easy access to bus information, bus pass purchases options and a larger location to wait with greater protection from the elements of Florida’s weather.

 

In 2018, the department created a conceptual design with the anticipation of moving forward with the project, however, due to the need for completion of several other projects this one was delayed. Since the conceptual design would utilize approximately ½ of the existing parking lot, a parking lot was constructed for employees to park utilizing FTA funding, which was completed in 2021. Although Space Coast Area Transit has several larger shelter locations where multiple routes serve and connect; this would be the first true Transit Hub in Brevard.

 

We are seeking approval to accept FDOT funding which will allow for the planning, design, environmental analyses and permitting preliminary steps needed prior to construction of the Cocoa Terminal Transit Hub. This grant funding is 50% State funding and requires a 50% local match. We are proposing to use balance forward funds as the local match source.
