Valkaria Airport seeks approval from the Board of County Commissioners to accept FAA

Grant #: 3-12-0144-017-2022, and FDOT pending Joint Participation Agreement (JPA) for the Construction of Taxiway E.

Fiscal Impact:

                     Total Project Cost: $1,693,418.

                     FAA Grant Participation is 90% @ $1,524,077.

                     Pending: FDOT JPA will provide funding in the amount of $127,313.50 for the construction phase of the Taxiway E Project.

                     Valkaria Airport will provide $42,028.37 of the project costs solely from Charges for Services. No general funds are required.

Recommendation

It is requested the Board of County Commissioners approve and accept the attached FAA Grant Offer/Agreement and the pending FDOT JPA, for Taxiway E construction and authorize all necessary budget change requests associated with this project.

Summary Explanation and Background:

The new Taxiway E will connect to the existing Taxiway D allowing aircraft taxiing on Taxiway C to access the end of the runway without having to back taxi, which also creates a safer environment. The project includes installing airfield signage to enhance safety. This project also includes the required drainage improvements.

 

Taxiway E will be a parallel and primary taxiway servicing Runway 10/28 and will be an update to meet current FAA standards and an update to the Airport Layout Plan. Construction of Taxiway E is a big safety measure for Valkaria Airport. Currently, there is no parallel taxiway to Runway 10/28 and therefore, aircraft have to back-taxi on the runway. Construction of Taxiway E will alleviate the use of Runway 10/28 for back-taxiing and will provide a greater safety margin for aircraft taxiing to reach the runway threshold.
