Requested Action:

Recommendation

It is requested that the Board of County Commissioners:

1)                     acknowledge Commission District 5’s identified use of American Rescue Plan Act of 2021 (ARPA) Revenue Replacement Funds,

2)                     authorize the Housing and Human Services Department to negotiate and develop a contractual agreement with the identified agency,

3)                     authorize the County Manager to execute related Contracts, Agreements, Amendments, and/or Modifications upon approval of Risk Management and the County Attorney’s Office, and

4)                     authorize the County Manager to execute all necessary budget change requests for the projects listed in this Agenda.

Summary Explanation and Background:

On July 20, 2021 the Board of County Commissioners approved the allocation of $2 million in American Rescue Plan Act (ARPA) Revenue Replacement funds for general governmental services as identified by each Commissioner.  The funds are to be used at the discretion of each Commissioner to address their identified District’s needs.  Each Commissioner has been asked to bring intended uses back to the Commission for acknowledgement.  District 5 previously identified $1,705,540 in activities for which ARPA Revenue Replacement funds were acknowledged on December 21, 2021. 

Commission District 5 will be using the remainder of its allocation of ARPA Revenue Replacement funds ($294,460) to support Brevard County’s local Community Mental Health Provider (Circles of Care, Inc.) in their efforts to address facility/infrastructure deficits that were identified and/or exacerbated during the COVID-19 public health emergency as follows:

                     Assisted Living Center (Generator Purchase and Installation) - The Assisted Living Center is a 24/7 residential level II mental health treatment facility in Melbourne that provides services for the severely and persistently mentally ill as well as co-occurring substance use disorder patients.  It offers a full array of psychiatric services including a day/night program in addition to traditional outpatient psychiatric and therapy services.  It is also the site of the main kitchen that provides meals to the residential facilities, Crisis Stabilization Units (CSUs), and hospital programs.

                     Cedar Village (Roof Replacement)- Cedar Village is a 24/7 residential level II mental health treatment facility in Rockledge that provides services for the severely and persistently mentally ill.  It offers a full array of psychiatric services including a day/night program in addition to traditional outpatient psychiatric and therapy services.

                     Emergency Intake (Facility Hardening) - The Intake Services department is the first contact for patients on a Baker Act, often transported to the department by law enforcement or ambulance.  As the acuity of patient has increased along with the increase of co-occurring substance use in the past several years, there is a noted increase in assaults on staff.  This is an effort to improve the safety and security of the staff in that department through a hardening of the existing infrastructure.   

                     Psychiatric Hospital (Retrofitting) - To remain compliant with the Centers for Medicare and Medicaid Services (CMS) National Patient Safety Goals (NPSG) for suicide risk reduction, 28 rooms in the psychiatric hospital must be retrofitted to reduce ligature points, that is, potential hanging points. These include replacement of all plumbing fixtures, door closers, doors and their handles, and hinges to hardware that is compliant with current standards per CMS.
