Requested Action:

Recommendation

It is requested that the Board of County Commissioners approve the following actions for the Trip and Equipment Grant from the Florida Commission for the Transportation Disadvantaged in the amount of $1,568,076:

 

                     the Chair to sign the Authorizing Resolution,

                     the Chair to sign the Grant Application,

                     the Chair to execute the Grant Agreement, contingent upon County Attorney, Central Services and Risk Management approval,

                     the Transit Director to execute any additional follow-up documentation, resolutions and amendments necessary to secure these funds,

                     the County Manager to execute necessary Budget Change Requests.

Summary Explanation and Background:

This grant will enable Brevard County to provide curb-to-curb transportation services to residents who are Transportation Disadvantaged (TD) as defined in Florida Statute 427, Part 1.  Funds in the Transportation Disadvantaged Trust Fund are allocated, on a formula basis, to each county according to the Florida Administrative Code 41-2.  The formula is based on a comparative ranking of eligible recipients that includes the following categories: Transportation Disadvantaged eligible population of the county; total centerline miles of public roads in the county; Transportation Disadvantaged trips provided; and the state’s total allocated funding from the previous year.

 

Brevard County has been allocated $1,568,076 in State Fiscal Year 2022-2023 TD Trust Funds.  The TD Trust Funds require a 10% local match.

 

Even though the TD Funds are distributed through a formula, once the agreement is signed, Space Coast Area Transit is reimbursed on a per passenger mile basis through a service rate developed by the CTD with the grant starting on July 1, 2022 to correspond with the State’s Fiscal Year.

 

All of the funding will be used in providing curb-to-curb trips and not for the purchase of capital items.  The funds are used to provide paratransit service throughout the county for Medical, Food Shopping, Employment, Educational and various trips, with Medical trips accounting for about ½ of the total service.  A total of 53,403 trips were provided under this grant from May 2021 to April 2022.  The grant funding is allocated and spent according to the State of Florida Fiscal Year; therefore the grant will begin on July 1, 2022.  All of the funding is included in Transit Services FY2021-2022 operating budget and will be included in the FY 2022-2023 budget.
