Requested Action:
Recommendation
In accordance with Section 35.6(a) and (b) of the Coronavirus SLFRF Final Rule (31 CFR Part 35), request reimbursement for COVID-19 related testing and medical treatment provided to health plan subscribers and their dependents, paid through the Brevard County Group Self-Insured Health Plan and authorize the County Manager to execute any necessary budget change requests.

Summary Explanation and Background:
COVID related expenses incurred by the employer paid health plan in response to COVID exposures incurred from March 3rd, 2021 through May 31, 2022 have resulted in $3,596,297.56 in claims paid through the Brevard County Group Self-Insured Health Plan. Costs paid through this program are obligations of the public sector employers participating in the Brevard County Self-Insurance Program provided for the benefit of those workforces and their dependents. Testing and treatment for the affected individuals was available in an effort to stem the spread of the COVID-19 virus in our workplaces and the community at large.

It is requested that funds from the American Rescue Plan Act (ARPA) (2nd Tranche) be designated for reimbursement to the Brevard County Group Self-Insured Health Plan in an effort to recover medical expenses exacerbated by the COVID-19 public health emergency, required to support the public sectors ability to provide essential services to the community at large.
