It is requested that the Board of County Commissioners consider and approve the proposed annual non-ad valorem Solid Waste Disposal Assessment rate increases.

Summary Explanation and Background:

On April 19, 2022 the Board of County Commissioners authorized the Solid Waste Management Department to hold a public hearing to consider an increase in the annual non-ad valorem solid waste disposal assessments for residential and commercial improved properties.  The Board also approved an engineering study needed to support determining the most efficient method of financing the Solid Waste Management Department’s five-year Capital Improvement Program (CIP).  That study is currently underway. 

 

In order to fund the Department’s five-year CIP, along with significant rise in operating, equipment, and construction costs, the Department has proposed to finance the next five-year CIP through a combination of incremental increases to the annual non-ad valorem solid waste disposal assessment rate and municipal financing.  This is necessary in order to maintain sufficient solid waste disposal capacity in Brevard County to support solid waste disposal operations.  It is also anticipated that the construction costs and the cash flow timing associated with these CIP projects will require significant staff effort as well as input from both the County’s Bond Counsel and the Financial Advisor to appropriately develop the best options to accomplish the needed financing.

To account for increased operational, equipment and construction costs, an incremental increase in annual non-ad valorem disposal assessment rates is being proposed.  This would include a $5.13 increase per residential billing unit and $14.81 increase per commercial billing unit in Fiscal Year 2022-2023, a $4.35 increase per residential billing unit and $12.55 increase per commercial billing unit increase in Fiscal Year 2023-2024, a $3.32 increase per residential billing unit and $9.59 increase per commercial billing unit in Fiscal Year 2024-2025, and annual indexing to the Consumer Price Index for Garbage and Trash (CPI G&T) thereafter until such time that further action is considered by the Board.
