Recommendation
It is requested that the Board of County Commissioners ratify the May 20th, 2022 advertisement and Invitation to bid for X59 Valkaria Taxiway E Construction and authorize staff to award the competitive solicitation subject to final award of the grant. Further, it is requested that the Board approve and authorize necessary budget modifications associated with this grant and construction project.

Summary Explanation and Background:
On May 26, 2015 the Brevard County Board of County Commissioners adopted the FAA approved Valkaria Airport Master Plan and Airport Layout Plan. The plans direct the implementation of numerous capital improvement, safety, demand, and capacity related projects at the airport. The construction of Taxiway E is part of the capital improvement plan incorporated into the Airport Master Plan.
At the beginning of May 2022, the FAA informed airport staff that funding for the construction of Taxiway E will be available at the end of this fiscal year, and for the airport to receive the funding the FAA will need to receive the project cost, based on bids, by the end of June 2022.
During the Month of May 2022 design documents were completed, and a bid package was forwarded to purchasing services to advertise an Invitation to bid for the project based on the project being outlined in the previously approved Airport Master Plan and Airport Layout Plan and the Board’s approval of that plan.
This agenda Item is intended to ensure that a high level of transparency exists regarding the need to advertise this project on May 20th, 2022 to ensure FAA funding requirements are met, and seeks the Board’s approval to ratify staff’s action to advertise an invitation to bid on that date.
