Fiscal Impact:

Request $460,643 in previously set aside American Rescue Plan Act (ARPA) revenue replacement funds to purchase the ladder truck.   The FY 2021-22 Budget allocated $1,000,000 to purchase a ladder truck, however due to operational requirements of the Department an additional $460,643 is needed in the current fiscal year for the purchase of a Sutphen SPH 100’ Aerial Platform Ladder Truck.

Recommendation

Fire Rescue requests the approval to purchase a Sutphen SPH 100’ Aerial Platform Ladder Truck in the current fiscal year.  Currently $1,000,000 is budgeted for the purchase of a ladder truck.  Request the board authorize the transfer of $460,643 from approved ARPA revenue replacement funds to the current fiscal year and be utilized for the purchase of this capital equipment.  Fire Rescue further requests delegation to the County Manager to approve all necessary Budget Change Requests (BCRs) or other administrative actions required to transfer funds and complete the purchase with coordination through Risk Management, County Attorney and Central Services Offices.

Summary Explanation and Background:

Due to operational requirements, extended delivery times, and to lock in current prices which are expected to increase, Fire Rescue requests the Board’s approval to purchase the enhanced ladder truck in the current fiscal year.   The truck was previously identified for purchase in FY25 as part of the department’s forecast of future requirements. To provide due diligence and ensure fiscal prudence in the purchase of the Sutphen Platform Truck, Fire Rescue required three (3) cooperative purchase quotes. Cooperative purchases are conducted by third-party solicitation companies or government entities to provide fair and efficient acquisitions.

 

Operational Requirements:   Fire Rescue was formally advised of Health First’s initiative to develop a state of the art 6-story hospital with a proposed occupiable height of 115’, expected to be operational by 2024-2025.  The acquisition of the 100’ truck will greatly enhance Fire Rescue’s ability to respond to any emergency this new hospital may encounter.  Additionally, the truck will service other area high-rise communities in the event it is needed.  

 

Delivery Times:  With a current 16 to 24-month delivery time and longer expected in the future, the department seeks to reduce risk by moving this capital equipment purchase forward.   If approved and ordered in FY22, the department can expect delivery no later than September 30, 2024, in advance of the new Health First Hospital becoming operational.  

 

Cost Saving:   In an effort to be cost effective, the market has seen significant price increases in this type of specialized equipment.   By approving the purchase to the current fiscal year, the department locks in the suppliers’ FY22 pricing schedule.   A 15-20% jump in price occurred from last year with an expectation of significant additional increases in each subsequent year.   Purchasing now with current available ARPA dollars will save on future required capital equipment purchases. 

 

Finally, Fire Rescue requests delegation to the County Manager to approve all necessary Budget Change Requests (BCR) or other actions needed to facilitate the transfer of funds and the purchase of equipment.
