Requested Action:

Recommendation

Due to extended delivery times for equipment, it is requested that the Board of County Commissioners authorize the Solid Waste Management Department to:

                     Purchase seven (7) Mack Anthem 64T Semi-Truck Tractors, as included in the proposed Fiscal Year 2022-2023 budget, utilizing bids received January 20, 2022 for the same equipment, and;

                     Purchase four (4) Keith 48-Foot Walking Floor Trailers, as included in the proposed Fiscal Year 2022-2023 budget, utilizing bids received January 20, 2022 for the same equipment, and;

                     Authorize the County Manager to approve any Budget Change Requests that may arise from this purchase.

Summary Explanation and Background:

The Board of County Commissioners, in regular session on October 26, 2021 authorized the development, advertisement, and award of a competitive solicitation to purchase three (3) Mack Anthem 64T Semi-Truck Tractors; authorized the County Manager to approve any Budget Change Requests; and authorized the County Manager to reject all responses received and utilize the existing Florida Sheriff’s Association Cooperative Purchasing Program for Vehicles and Equipment Contract should the lowest bid price exceed the cost (for the same vehicles) in the Florida Sheriff’s Association Cooperative Purchasing Program for Vehicles and Equipment Contract.  The Invitation to Bid was advertised on December 22, 2021 and bids were opened on January 20, 2022.  The build-and-delivery time provided by the sole bidder is 480 days.

 

Seven (7) Mack Semi-Truck Tractors are scheduled to be replaced in Fiscal Year 2022-2023.  The information on the trucks to be replaced is as follows:

In order to receive and utilize the seven replacement trucks during Fiscal Year 2022-2023, the ordering of the equipment must occur during Fiscal Year 2021-2022.  Due to the build-and-delivery time of 480 days from receipt of the Purchase Order, the purchase cost of the trucks will not be incurred until Fiscal Year 2022-2023, and those costs have been included in the proposed Solid Waste Management Department budget for Equipment Renewal and Replacement for that fiscal year.  The equipment manufacturer has agreed to honor the unit price and build-and-delivery time included in the January 2022 bid.  If this equipment is ordered in March 2022, delivery is expected to be in July 2023.
