Recommendation

It is requested that the Board of County Commissioners:

                     Authorize the development, advertisement, and award of a competitive solicitation to purchase seven (7) Keith 48-Foot Walking Floor Trailers;

                     Authorize the County Manager to approve any necessary budget change requests; and

                     Authorize the County Manager to reject all responses received and utilize the existing Florida Sheriff’s Association Cooperative Purchasing Program Vehicle and Equipment Contract should the lowest bid price exceed the cost (for the same equipment) in the Florida Sheriff’s Association Cooperative Purchasing Program Vehicle and Equipment Contract.

Summary Explanation and Background:

The existing Titusville Transfer Station is past it’s useful life.  Solicitation for competitive bidding on the construction of a replacement transfer station is expected to be advertised in early November.  The design of the replacement transfer station is similar to that of the Sarno Road Transfer Station, utilizing a tipping floor/dumping system where trucks discharge waste onto a tipping floor and front-end loaders push the waste into open-top aluminum walking-floor trailers.  This is different from the current hydraulic-ram system utilized at the existing Titusville Transfer Station.  As such, the transfer trailers currently used at the existing Titusville Transfer Station will need to be replaced when the new transfer station initiates operation.

 

Although the replacement transfer station is not anticipated to be operational until March 2023, the recent increased lead times on equipment necessitates the purchase of these trailers in Fiscal Year 2021-2022.  The funds for purchase of this equipment are available in the Solid Waste Equipment Replacement and Renewal Reserve budget, and were set-aside for this purpose.

 

It is requested that the Board approve the items as outlined in the requested action to approve procurement of seven (7) Keith 48-Foot Walking Floor Trailers.
