It is requested that the Board of County Commissioners authorize the surplus of two steam kettles at the Brevard County Detention Center.

Summary Explanation and Background:
Brevard County Policy BCC-23 requires Board approval to remove an asset that is either over five (5) years old or has a depreciated value of more than $5,000.

The replacement of the steam kettle system (boiler, kettles, and piping) was approved as a Capital Improvement Program (CIP) project in fiscal year 2021, and was completed in September 2021.The project was included in the CIP because of age and condition of the existing system and lack of redundancy.

The new system is comprised of 6 stand-alone, natural gas fired steam kettles that function independent of each other, and allow for more versatility and redundancy of the cooking apparatus in order to meet the demand of a Detention Center kitchen. The existing steam system had become problematic to maintain, and was unreliable to deliver the required supply of steam to the kettles. This resulted in multiple down time of the boilers for repairs which made it impossible for the kitchen staff to predict the day to day operations of the kitchen. This necessitated frequent catering of sandwiches to approximately 1500 inmates which does not meet Detention system requirements of at least one hot meal per day, presenting logistical challenges, plus added additional expenses.

As a result of this project two (2) steam kettles with values in excess of $5,000 and less than 5 years old as detailed in BCC-23 were added to the surplus ledger and in need of Board approval to be salvaged.
