Recommendation
It is requested that the Board of County Commissioners:
- Authorize the development, advertisement, and award of a competitive solicitation to purchase three (3) Mack Anthem 64T Semi-Truck Tractors;
- Authorize the County Manager to approve any necessary budget change requests; and
- Authorize the County Manager to reject all responses received and utilize the existing Florida Sheriff's Association Cooperative Purchasing Program Vehicle and Equipment Contract should the lowest bid price exceed the cost (for the same vehicles) in the Florida Sheriff's Association Cooperative Purchasing Program Vehicle and Equipment Contract

Summary Explanation and Background:
In order to extend the life of the Sarno Road Landfill, select Class III waste is being diverted from disposal in the landfill and routed through the transfer station to be disposed at the Central Disposal Facility. In addition to the diverted Class III waste, there has been a 10% increase in the volume of Class I waste being disposed at the Sarno Road Transfer Station from 2020 to 2021, and a 6% increase in Class I waste from the Titusville Transfer Station. This increase in waste requires an expansion of the existing County transfer fleet.

The Solid Waste Management Department currently has 17 semi-truck tractors servicing the Brevard County Solid Waste Management System. However, at any time up to eight of those trucks are inoperable and awaiting parts for service repairs. Because of this, Solid Waste staff are working overtime at the transfer stations and the Class I landfill to make sure that waste is emptied from the transfer station floor each day and properly disposed.
