Fiscal Impact:

There is no impact on the General Fund. The County is responsible for the costs of the insurance, preventive maintenance, and any repairs of the installed equipment that connects the Brevard County Public Safety Radio System to the Statewide Law Enforcement Radio System (SLERS). These costs, $529.48/year, are part of the 800 MHz Radio System annual budget, paid by the radio users fees.

Recommendation

It is requested that the Board of County Commissioners approve and authorize the Chair to execute the first amendment to the existing Memorandum of Understanding (MOU) with the Florida Department of Management Services to extend the current agreement through June 30, 2036.

 

The purpose of this amendment is to extend the term of the MOU for another 15 years to ensure continuity of the public safety radio interoperability within the State of Florida during emergencies and special events responses. It is also requested that the Board authorize the County Manager or designee to submit and execute any additional changes, documents, or budget actions, as well as any amendments to the Memorandum of Understanding, subject to approval by the County Attorney’s Office and Risk Management.

Summary Explanation and Background:

On September 25, 2007, the Board approved Emergency Management participation in the Public Safety Interoperable Communications (PSIC) grant program. The end product of the grant was the radio interconnection between Region 5 and the SLERS. In August 2011, the County executed a 10-year Memorandum of Understanding with DMS to describe the mutual goals and responsibilities regarding the maintenance and operation of the installed equipment under the already closed grant. This amendment will extend the term for another 15 years, ensuring the public safety radio is able to maintain strong interoperability capabilities with local, regional, state, and federal partners.
