Fiscal Impact:

No Fiscal Impact to the County.  The School Board will provide for all costs associated with approved Task Orders, and reimbursements will be deposited in the Public Works budget.

Requested Action:

Recommendation

It is requested the Board of County Commissioners:  1) approve and authorize the Chair to execute the Interlocal Agreement with the School Board of Brevard County for School Access and Site Improvements; 2) delegate the authority to the Public Works Director to execute Purchase Orders, Change Orders, and other necessary contract-related documents associated with this action; and 3) approve any necessary Budget Change Requests.

Summary Explanation and Background:

In the past, the County and the School Board of Brevard County have partnered to accomplish projects, but those were performed through project-specific Interlocal Agreements.  The Interlocal Agreement for School Access and Site Improvements will allow for a variety of projects to be performed by the County for the School Board.  At its sole discretion, the County may provide construction services for minor civil projects, including, but not limited to, signing, paving, drainage, striping and concrete work at schools located within the County.  Work will be requested by the School Board in Task Orders.  Upon acceptance (agreed-upon scope and costs) of a Task Order by the County, the School Board will issue a Purchase Order to the County. As requested, the Public Works Director, on behalf of the County, will have the authority to execute Purchase Orders, Change Orders, and other necessary contract-related documents. 

 

The Interlocal Agreement outlines the terms and conditions of this partnership.  The term of the Interlocal Agreement is one year from the effective date and will automatically renew every year unless terminated by either party with thirty days prior written notice.  The County and the School Board determined the public benefit of this partnership is the cost-effective use of public funds.  The School Board will consider the Interlocal Agreement at their July 13, 2021 meeting. Per Administrative Order 29, the County Attorney’s Office, Risk Management, and Purchasing Services have reviewed and approved the Interlocal Agreement.
