It is requested that the Board of County Commissioners authorize Purchasing Services to reject all bids submitted for B-6-21-64 / Front End Wheel Loader and authorize staff to purchasing equipment utilizing the Florida Sheriff's Association (FSA) Bid FSA-20-EQU-180.0.

Summary Explanation and Background:
On May 6, 2021, Purchasing Services advertised an Invitation to Bid B-6-21-64 / Front End Wheel Loader to purchase one (1) Front End Wheel Loader, as approved for advertisement by the Board of County Commissioners in Solid Waste's Capital Outlay approved for Fiscal Year 2021. Five submissions were received with the lowest pricing by National Equipment Dealers, LLC dba Earthmovers Construction Equipment. Bids received were as follows:

* Alta Equipment:
$368,125.00
* Great Southern Equipment, Inc.:
$389,005.00
* Dobbs Equipment:
$389,190.80
* Ring Power:

National Equipment Dealers, LLC holds exclusive pricing through the Florida Sheriff's Association (FSA) that cannot be offered outside of FSA usage. Therefore, their response to this ITB was higher than other pricing available under the competitive group advantage of the FSA pricing. Pricing with National Equipment Dealers via the FSA Contract is $268,809.00. The difference between their response to this ITB and the FSA pricing is $19,450.00.

Based upon the higher priced bid from National Equipment Dealers, LLC for the same equipment, proceeding with award would not be in the County's best interest. It is therefore requested that the Board of County Commissioners reject all bids and authorize staff to utilize the FSA contract for the purchase of the Front End Wheel Loader.
