It is requested the Board of County Commissioners:

-                     Authorize the development of an Interlocal Agreement between the County and City of Cocoa for use of County owned fuel sites by official City of Cocoa vehicles; and

-                     Authorize the Chair to execute the Interlocal Agreement upon review by the County Attorney’s Office

Summary Explanation and Background:

The City of Cocoa recently approached County Fleet Services regarding their usage of County Fuel Sites for their police and fire vehicles.  The City of Cocoa has begun the process of upgrading their fuel sites and is looking for alternate fuel sites for their vehicles to use during the upgrade time period.  The City of Cocoa requested that this agreement be memorialized via an Interlocal Agreement.

 

The City would begin using County fuel sites upon execution of the Interlocal Agreement (estimated execution in May 2021).  The City would continue usage until the City’s fuel site upgrades were completed (estimated completion by Summer 2022).  County Fleet Services would issue County Fuel Site Proximity Cards to all City Staff that would utilize the fuel sites (expected to be limited to City Police and Fire staff).  The proximity cards would allow for the access, fueling, tracking and billing of all fuel dispensed at County Sites to City of Cocoa staff.  The City would be billed the same as existing County departments (the cost of fuel plus the Fuel Site Maintenance fee of $0.20 per gallon) and would be billed monthly, with expected payment within 30 days.  The City of Cocoa estimates that they would have approximately 180 vehicles using County fuel sites.  The revenue Fleet Services receives from this additional fuel customer would be spent in continued preventative fuel site maintenance. 

 

If approved, County staff will work with the County Attorney’s Office to draft an Interlocal Agreement between the County and the City of Cocoa for use of the County’s fuel sites while the City upgrades their existing fuel sites.
