Recommendation

Board approval of legislative intent and permission to advertise revisions to Chapter 22 of Brevard County Code of Ordinances to remove local licensing requirements for the following trades:

                     Floor Covering

                     Floor Covering with Tile

                     Framing Contractor

                     Masonry Contractor

                     Painting Contractor

End

Summary Explanation and Background:

On February 16, 2016, at the request of Commissioner Curt Smith, the Board directed staff to present an analysis concerning the creation of a first time warning in lieu of citation issuance for violations of Brevard County’s contractor licensing requirements.  After further discussions, Commissioner Smith then proposed eliminating licensure requirements for flooring, painting, and dry wall contractors.

It is now proposed to do something very similar. Specifically, it is proposed to eliminate licensing requirements for the following trades:

                     Floor Covering

                     Floor Covering with Tile

                     Framing Contractor

                     Masonry Contractor

                     Painting Contractor

These specialty licenses were chosen because they are not ‘permitted trades;’ that is, absent the current County licensure requirement, no additional license is needed to perform work.  This is distinguished from those permitted trades which would require a general contractor in order to obtain a permit absent the current local license.
