Fiscal Impact:

FY21 Funding (Balance Forward from prior year allocations) in the amount of $2.5 Million is budgeted in Transportation Construction Management (Reimbursement Fund 1168) and will be reallocated to Road and Bridge Resurfacing and Reconstruction (Fund 1180).

Recommendation

It is requested the Board of County Commissioners approve the reallocation of $2.5 Million County match funds from the Babcock Street (Deer Run Road to Malabar Road) Widening project to the Public Work’s Babcock Street (South County Line to Malabar Road) Resurfacing and Reconstruction Plan.  It is further requested the Board approve any Budget Change Requests associated with this action.

Summary Explanation and Background:

Prior year allocations were approved by the Board in anticipation as match funding to the Florida Department of Transportation (FDOT) towards the design of the future widening of Babcock Street (Deer Run Road to Malabar Road).  FDOT recently removed their funding from the 5-Year Work Program following the completion of the project’s development and environment study phase, due to significant funding shortfalls.  A minimum of $19 Million was needed to advance the project to the next phase.  This phased-$162 Million project, if it had been fully funded, would have included design, right of way acquisition, road paving/reconstruction, and widening of this corridor to address capacity and safety concerns.  Accordingly, we are requesting to reallocate these funds to internally implement our Babcock Street (South County Line to Malabar Road) Resurfacing and Reconstruction Plan as depicted in the attached exhibit.

 

Currently $2.3 Million is budgeted to reconstruct 2.2 miles of pavement on Babcock Street, which is tentatively scheduled for completion this summer.  Combined with the aforementioned $2.5 Million reallocation request, Public Works can efficiently resurface and/or reconstruct the remaining road segments at the same time in order to restore 7.36 miles of Babcock Street to an acceptable level of service. 

 

Upon completion of this Plan, Babcock Street (Malabar Road to Foundation Park) can be transferred to the City of Palm Bay for ownership and maintenance as early as April 2022.  This is because this segment will meet the transfer criteria established in the Interlocal Agreement (ILA), “St. Johns Heritage Parkway Intersection and Babcock Street” which was implemented on April 30, 2020. The ILA also provides for other segments to be turned over, but only when road segments are over capacity or are widened to four lanes.  This Plan fulfills the County’s commitment in the ILA to make a reasonable effort to reconstruct Babcock Street in its existing two-lane configuration and addresses a current critical need.
