Recommendation

It is requested the Board of County Commissioners authorize staff to issue the Notice to Proceed for Work Order 2019-4259-A-011 in the amount of $148,153 to Atkins, Inc. for the Wickham Road and Suntree Blvd Intersection Improvements.  This authorization includes the Feasibility Study and Conceptual Planning as the initial phase of this safety and operational improvement project.  It is further requested the Board approve any Budget Change Requests associated with this action.

Summary Explanation and Background:

On December 10, 2019, the Board approved the allocation of approximately $5.3 Million of Constitutional Gas Tax and Local Option Gas Tax funding in reserve to be utilized throughout Brevard County for road and bridge infrastructure improvements. As such, each Commission District received an allocation as detailed on the attached table. The $148,153 referenced herein is part of the $1,090,486.83 District 4 allocation approved by the Board on December 10, 2019.

 

Public Work’s staff identified the need to study the future transportation requirements of Suntree Boulevard and operational expectations at the intersection of Wickham Road. The initial phase of this project will identify the feasibility of needed improvements and develop a concept plan as well as an estimated cost for construction. This will include looking at the viability of extending the existing 4-lane roadway (recently completed by the Florida Department of Transportation as part of the Highway US 1 and Suntree Boulevard Intersection Safety Improvement Project) through the Florida East Coast Railway right-of-way, where it is currently 2 lanes, and connecting it to the existing 4-lane roadway on Suntree Boulevard approaching Wickham Road.

 

The attached Atkins scope of services outlines the tasks, deliverables and schedule of the Feasibility Study which includes survey and subsurface utility exploration, traffic data collection, feasibility assessment and concept planning.  Upon completion of the Study, we will work with the consultant to develop a scope of services for required Engineering Design if we decide to move forward to the next phase of this project.

 

Atkins, Inc. and Brevard County entered into agreement on February 12, 2019 for professional engineering continuing consultant services.  In accordance with Board Policy 26, Acquisition of Consultant Professional Services, a continuing contract may be utilized for projects in which the estimated construction cost of the project does not exceed $4 million or for study activity if the fee does not exceed $500,000.  As this Work Order exceeds the Board delegated authorization amount of $100,000, Board approval is needed for staff to issue the Notice to Proceed, per Administrative Order 29.
