FY20-21 - There will no impact to the General Fund.  Grant funds, if awarded, will be contained in an assigned Fund and Cost Center to accomplish the activities outlined within the grant application.

Recommendation

It is requested that the Board of County Commissioners authorize: (1) the Director of the Housing and Human Services Department to act as the duly authorized representative, (2) the Director of the Housing and Human Services Department to submit the pre-application and all required documents, (3) the County Manager or designee to sign any agreements, contracts, and future modifications with the Florida Department of Economic Opportunity upon approval of the County Attorney and Risk Management, (4) the Housing and Human Services Department as the grant administer, (5) the Director of the Housing and Human Services Department to sign any agreements, contracts, and future modifications with agencies to accomplish the grant outcomes as approved by the County Attorney and Risk Management, and (6) the County Manager to execute all necessary budget change requests.

Summary Explanation and Background:

The Coronavirus Aid, Relief and Economic Security (CARES) Act appropriated $5 billion in Community Development Block Grant - Coronavirus (CDBG-CV) funding nationwide to assist low-income families and the most vulnerable citizens.  The United States Department of Housing and Urban Development (HUD) has allocated $3 billion of the $5 billion appropriated by Congress.  The Florida Department of Economic Opportunity (DEO) was awarded approximately $100 million in CDBG-CV funds and has set aside $51,050,910 for an Entitlement Community Program.

 

The CDBG-CV Entitlement Program is designed to provide entitlement communities (such as Brevard County) funds to prepare for, prevent, or respond to the health and economic impacts of COVID-19.  The activities must be primarily for the benefit of low- and moderate-income residents and align with one of the three National Objectives for HUD’s Community Development Block Grant program. 

 

This application, which is due March 15, 2021, will seek to target funds to support Brevard County’s Food Stability Program, specifically pop-up pantry food distribution within local Neighborhood Strategy Areas.  These areas have already been certified to meet the HUD definition for Area Benefit for low- and moderate-income (LMI) persons.  If awarded, the Housing and Human Services Department (HHS) will work with the Emergency Management Department (EM) to procure food for distribution to pop-up pantries for direct distribution to residents.
