It is requested that the Board of County Commissioners ratify a department authorized change order to Purchase Order #4500108547 in the amount $118,572 to Atlantic Development for lateral & gravity main repairs in the Merritt Ridge subdivision on Merritt Island.

Summary Explanation and Background:

The Department of Public Works - Road and Bridge Division (RBD) notified the Utility Services Department of an upcoming road resurfacing project within the Merritt Ridge subdivision on Merritt Island.  Utility Services was notified of such project due to depressions in the road caused by old sewers and lateral lines within the roadway.  In order to assure that the effort from the resurfacing project would not be compromised soon after completion due to future sewer repairs, the RBD requested that Utility Services repair identified sections of sewer prior to resurfacing.  Those sections were identified on Holly Avenue, Bimini Avenue, and Seacrest Avenue.  In doing so, the Utility Services Department issued Bid No. B-7-20-66 for the replacement of sections of sewer on the streets mentioned above.  Atlantic Development was the lowest bidder and awarded the contract. 

 

During the construction effort additional depressions in the road were identified outside of the scope of work.  In summary, four (4) sewer lateral repairs on Seacrest Avenue and one (1) gravity main repair on Coral Street.  The five (5) repairs are in the RBD resurfacing project limits.  In an effort to assist RBD in meeting their schedule for the resurfacing project, this Department authorized the Contractor to repair the additional sewer and laterals mentioned.  Total cost for this effort is $118,572.   

 

Prior to authorizing this work Staff reviewed the quote to repair the sewer laterals & gravity main mentioned and determined the cost to be reasonable.   In addition, since the Contractor was already on-site completing the bid scope of work, it was determined the mobilization cost and effort would be minimal along with the time to complete.  These actions were taken to achieve needed schedule requirements, minimize costs assure project efficiency resulting in a minimized disruption to the neighborhood.
