It is requested that the Board of County Commissioners approve the following actions to revise the FY2021 Section 5310 Formula Grant for Enhanced Mobility of Seniors and Individuals with Disabilities with the Florida Department of Transportation (FDOT) in the new amount of $771,059:
• Authorize the revision of the grant application to reflect increase in grant award;
• Authorize the use of additional FDOT Toll Revenue Credits;
• Authorize the use of additional local grant match from sale of surplus vehicles;
• Authorize the County Manager to execute any necessary budget change requests.

Summary Explanation and Background:
On February 11, 2020 the Board of County Commissioners approved the authorizing resolution, grant application, certifications and assurances, execution of follow-up grant agreement for FY2021 Space Coast Area Transit Section 5310 Formula Grant with the Florida Department of Transportation.
The Section 5310 Formula Grant is the Florida Department of Transportation’s formula grant that is used for Enhanced Mobility of Senior and Individuals with Disabilities’. The grant application was for $734,342 for the purpose of purchasing seven Ford E-450’s to replace existing vehicles. These proposed vehicles will be purchased off the State of Florida TRIPs Contract.
Brevard County did not receive their Notice of Award(s) until January 13, 2021. The Florida Department of Transportation has increased our capital award amount by five percent to adjust for any increase in the costs of these vehicles.
Therefore, staff is requesting authorization to revise the grant application amount to $771,059 to reflect the additional awarded sum of $36,717 (5% increase), increase the amount of FDOT Toll Revenue Credit use, increase the amount of local grant match from sale of surplus vehicles, authorize the County Manager to execute any necessary budget change requests and authorize the Transit Services Director to execute an additional follow-up documentation to secure these funds.
