Requested Action:

Recommendation

It is requested that the Board of County Commissioners authorize: (1) the Chair to execute the Umbrella Subgrant Agreement between the Department of Economic Opportunity (DEO) and Brevard County for the Community Services Block Grant (CSBG), Low-Income Home Energy Assistance Program (LIHEAP) and Weatherization Assistance Program (WAP), (2) the Housing and Human Services Department to submit all related documents, (3) the Housing and Human Services Department Director to act as the representative responsible for the administration of the Agreement, (4) the County Manager or designee to execute all future agreements and/or modifications upon approval of the County Attorney and Risk Management, and (5) the County Manager to execute any budget change requests.

Summary Explanation and Background:

The Board of County Commissioners has previously approved individual agreements for the Low Income Home Energy Assistance Program (LIHEAP), the Community Services Block Grant (CSBG), and the Weatherization Assistance Program (WAP).   Funding for these programs is provided to the Florida Department of Economic Opportunity (DEO) from the U.S. Department of Health and Human Services (CSBG and LIHEAP) and the U.S. Department of Energy (WAP).  DEO then distributes grant funds to local agencies throughout the State to provide the associated services. 

LIHEAP assists with home heating and cooling costs, CSBG assists households with attaining the skills, knowledge and motivation necessary to achieve self-sufficiency (for example, job training), and WAP provides minor rehabilitation measures to render homes more energy efficient.  All three programs have income qualification requirements and no direct payments are ever made to applicants.

DEO has chosen to change their contracting methodology from individual contracts for each program to a blanket agreement that incorporates all three programs under an Umbrella Agreement.  DEO states that this change will enhance the accountability, transparency, and oversight of Florida’s CSBG, LIHEAP, and WAP subrecipient network.  This Umbrella Agreement will supersede all current CSBG, LIHEAP, and WAP agreements and encompass a three-year term, effective October 1, 2020 through September 30, 2023.  In the future, DEO will utilize a Notice of Funding Award (NFA) to obligate and release funding and may incorporate special terms, conditions, assurances, restrictions, or other instructions that will be specified in the NFA.
