Recommendation

Pursuant to the Brevard County Charter and Code of Ordinances, the Board of County Commissioners is asked to confirm the appointment of John A. Scott as Director of Brevard County Emergency Management Department.

Summary Explanation and Background:

A native of Brevard County, John Scott began his career in Emergency Management in Florida in 2007, establishing extensive credentials and promoting into a number of positions of increasing authority and expertise. John became our Brevard County Emergency Operations Manager in 2018.  He was named as Interim Emergency Management Director in June 2020. In this capacity, John has reinforced a long-standing reputation as an outstanding communicator, planner, developer and trainer in Emergency Management. He continues to passionately lead our Emergency Management team in the longest continuous activation in Brevard County history, the result of the historic Covid 19 Pandemic Crisis.

 

John’s experience and background, as referenced in the attached resume, includes:

                     Led response to:

o                     Hurricanes Etta, Sally, Isaias, Dorian, Michael, Irma, Matthew, and Tropical Storm Fay

o                     Deep Water Horizon 2010

o                     North Florida Floods 2009, Martin County Wildfires 2009

o                     Palm Bay Mother’s Day Fires 2008

                     Current President of the Florida Emergency Management Association (2020 & 2021)

                     Co-creator of the Brevard Emergency Support Team (BEST) Program developed to utilize county personnel to staff shelters during emergencies

o                     BEST has been identified as a statewide best practice and a model for other jurisdictions to follow

                     Developer of the Brevard County Multi-Year Training and Exercise Plan, identified as an Emergency Management Accreditation Program (EMAP) best practice

                     The Florida Governor’s Hurricane Conference 2020 Bob Lay Emergency Management Award Recipient

The County Manager’s Office seeks the approval of the Board to appoint John Scott, FPEM, as Brevard County Emergency Management Director.
