Fiscal Impact:
FY20-21: There will be no impact to the General Fund. A separate Cost Center will be created to recognize and budget all Emergency Rental Assistance Payment funds (currently estimated at $18,034,939).

FY21-22: There will be no impact to the General Fund.

Requested Action:
Recommendation
It is requested that the Board of County Commissioners authorize: (1) the County Manager to execute the grant award terms for Emergency Rental Assistance through the United States Department of the Treasury; (2) the Director of Housing and Human Services to complete the electronic submission of the grant award terms including financial institution details; (3) the Housing and Human Services Department as the agency to be responsible for the administration, oversight, implementation, and monitoring of the Emergency Rental Assistance program; (4) the County Manager or designee to execute future Interlocal Agreements, contracts, amendments, and/or modifications related to Emergency Rental Assistance upon approval of Risk Management and the County Attorney's Office; (5) the County Manager to approve all related budget change requests.

Summary Explanation and Background:

The Consolidated Appropriations Act, 2021 was signed into law by President Trump on December 27, 2020. Included in the $2.3 trillion bill was an additional $900 billion in stimulus relief for the COVID-19 pandemic. The new stimulus included an allocation of $25 billion for rental payment assistance. Under the legislation, counties with populations above 200,000 residents are eligible to receive direct payments from the United States Department of the Treasury (Treasury).
