It is requested that the Board of County Commissioners approve and authorize the Chair to execute: 1) the Brevard County Space Coast Area Transit Public Transportation Safety Plan (PTASP) 2020 and 2) the Brevard County Space Coast Area Transit Safety Management Framework and Implementation Guide (SMS) 2020.

Summary Explanation and Background:
Particularly because of several commuter train crashes causing casualties, the United States Department of Transportation has put more emphasis on safety practices and enforcement in all areas of its oversight, including Federal Aviation Administration air transportation, Federal Motor Carrier Safety Administration trucking and motorcoach, and Federal Transit Administration (FTA) transit systems. The FTA is requiring most transit agencies to develop Safety Plans that include the processes and procedures necessary for implementing Safety Management Systems (MS). The plans include setting safety targets for reducing accidents, incidents and injuries by implementing new safety committees, safety promotion campaigns, reporting, and training. Space Coast Area Transit has had a safety plan that meets the Florida Department of Transportation requirements, therefore many of the Federal safety requirements have been in place and have been practices by Space Coast Area Transit for many years.
The FTA provided technical assistance to Space Coast Area Transit in the composition of these plans. Brevard County Transit Services has developed its Public Transportation Agency Safety Plan (PTASP) and a Safety Management Systems (SMS) implementation Guide. The plans are required to be approved by the transit system’s Accountable Executive (Transit Director Scott Nelson) and its Board of Directors (the Brevard County Board of County Commissioners). Because of COVID the original deadline for approval and submission of the plans was extended from July 20, 2020 to December 31, 2020.
