Summary Explanation and Background:

The Parks and Recreation Department has historically utilized caretakers residing at parks to provide security services.

It was determined security services at specific park locations throughout the County was desirable. Out of eleven sites identified, requests for Caretaker Services were advertised for  seven sites and interviews were conducted with the applicants.

1)                     Chain of Lakes Park has an eleven hundred square foot permanent structure owned by the County on the property. Rent is established at three hundred dollars per month.

2)                     Fay Lake Wilderness Park has a site for the placement of a manufactured home owned by the Caretaker.  The Caretaker is responsible for payment of utilities.

3)                     Fox Lake Park has a fifteen hundred square foot permanent structure owned by the County on the property. Rent is established at three hundred dollars per month.

4)                     F. Burton Smith Regional Park has a site for the placement of a manufactured home owned by the Caretaker.  The Caretaker is responsible for payment of utilities.

5)                     McKnight Family Sports Complex has a site for the placement of a manufactured home owned by the Caretaker.  The Caretaker is responsible for payment of utilities.

6)                     Long Point Park has a site for the placement of a manufactured home owned by the Caretaker.  The Caretaker is responsible for payment of utilities.

7)                     Maritime Hammock Sanctuary has a two thousand square foot permanent structure owned by the County on the property. Rent is established at six hundred dollars per month.

The initial term of the contracts is two years with the option to renew for an additional two-year term and a subsequent one-year term.

Several factors were taken into consideration to determine rent structure including the square footage of the county owned dwelling and the services to be provided by the Caretaker.

Caretakers are responsible for keeping order in the Park through direct contact with patrons and notifying Law Enforcement and / or Parks and Recreation Department staff as necessary. Caretakers report potentially hazardous conditions, safety risks and accidents or incidents.  Caretakers assist the Department with opening and closing of the park.

All Caretakers and residents eighteen years or older have successfully completed a Level One Background Investigation Check.

The Parks and Recreation Department Caretaker Services Contracts have been standardized, reviewed and approved by Risk Management and the County Attorney’s Office (Initial Contract Review form can be found attached to each Caretaker Services Contract).

Brevard County Policy BCC-76 directs the Department to recommend selection of the Caretaker by requesting Board action to execute a contract with the best qualified applicant.
