It is requested that the Board reject all proposals received in response to Sykes Creek Regional Wastewater Treatment Facility (WWTF) Generator Replacement (Bid Number B-7-20-44) and authorize Utility Services Department to re-advertise a revised solicitation in accordance with BCC-25 Procurement.

Summary Explanation and Background:
On May 7, 2020, the Purchasing Services Department on behalf of the Utility Services Department formally advertised the Sykes Creek Regional WWTF Generator Replacement (Bid Number B-7-20-44). The invitation to bid, B-7-20-44, solicited bids from pre-qualified contractors to remove and replace two existing generators at the Sykes Creek WWTF.

Funding for this project is provided by the Utilities Service user fees programmed as a FY 20 Capital Improvement Project approved by the Board. The engineer's estimate for this project is $1.3M and the FY 20/21 budget for this project is $1.391M.

On June 30, 2020, seven (7) bids from qualified contractors were opened to announce the bid amounts. The low bid provided was for $2.161M. This low bid cost is 55% above our budgeted cost for this project.

Upon review of the engineering plans used for the advertisement for bid, this Department identified opportunities of value engineering to reduce the cost. The largest cost saving component is that the original plans specified the generators to be rated for Tier 4 emission control.
