Requested Action:

Recommendation

The Fire Rescue Department requests ratification of an existing contract extension with Advanced Data Processing, Inc., a Subsidiary of InterMedix Corporation, for emergency medical services billing and related professional services, to the end of the fiscal year, September 30, 2020, and authorize the County Manager or designee, authority to approve any further contract extensions, as needed, for the continuation of the billing process prior to submission of accounts to the collection agency, and to provide continued access of those records to comply with records retention rules.

Summary Explanation and Background:

On March 3, 2014, the County entered into a billing services agreement, which was extended several times while the new billing and services contractor transitioned into operation January 1, 2020.  Starting January 1, 2020, a new Contractor assumed the billing and servicing for all new accounts.

 

BCFR is requesting ratification of an existing contract extension authorizing Contractor to finish the billing and claims process on clients it serviced on or before December 31, 2019.  By the end of the fiscal year, Contractor anticipates that it will have transitioned all billing and claims to the County’s collection agency.

 

Currently, Contractor continues to hold 46,000 active accounts that equates to approximately $24 million that have yet to fully mature and be passed on to collections or be subject to annual write-offs.  These accounts are still active, and are subject to insurance and patient remittance, to which BCFR projects an estimated $250,000 dollars to be collected by the end of the fiscal year.  This revenue will aid in supplementing financial revenue losses due to COVID-19.

 

Additionally, to comply with public records requirements, the requested extension shall provide full access to Contractor’s proprietary software for the term of one (1) year for Fire Rescue and its account representatives to ensure patient/client services are addressed in an expedited manner. The current contract only requires three (3) months of access.
