Recommendation

It is requested that the Board of County Commissioners approve the following actions for the SFY2021 Public Transit Corridor Grants for SR520 and SRA1A from the Florida Department of Transportation in the amount of $453,468 each:

                     the Chair to sign the Authorizing Resolutions

                     the Chair to sign the Follow-Up Grant Agreements, contingent upon County Attorney and Risk Management approval,

                     the Transit Director to execute any additional follow-up documentation, resolutions, and amendments necessary to secure these funds,

                     authorize the County Manager to execute necessary Budget Change Requests.

Summary Explanation and Background:

Space Coast Area Transit provides fixed route bus service in both the SR520 corridor (Route 4) and A1A corridor (Route 9).  Both routes operate seven days a week with 30 minute headways during the daytime and 60 minute headways in the evening.  Route 4 averages 20 minute headways for three hours in the morning and three hours in the afternoon.  Both routes operate Monday through Sunday about 6:00 AM to 11:00 PM.

 

Transit Corridor funding is meant for high level, high use transit service.  Staff has asked that Route 4 and Route 9 continue to be considered for corridor funding.  The Florida Department of Transportation District 5 staff has agreed and funding the project again this fiscal year; the corridor funds for these routes first began in 2006.

 

The current funding, per grant, is for $453,468 for state calendar year 2021 in each of the corridors.  Even though these grants do not require a match, corridor funding does not cover all of the operating and maintenance costs.  Funds for each corridor have been allocated in the Florida Department of Transportation Work Plan for the next 5 years ranging from $453,468 to $465,956 yearly.  The funding requires no match and the Corridor Grant is included in the Transit Services’ Fiscal Year 2020-2021 Budget.

 

These grants require performance measures to be met including ridership, on-time performance, service availability, shelters, bus stops, costs and fare recovery on a semi-annual basis.

 

Once Florida Department of Transportation receives the Resolutions and Exhibit Bs, the Department will prepare and submit the Public Transportation Grant Agreements to be executed by the County.
