Recommendation

Approve the request of the School Board, per Resolution 2020-02, to place the extension of the one-half cent sales surtax for school capital outlay on the November 2020 ballot.

Summary Explanation and Background:

Florida Statute Section 212.055(6)(b) requires the county to place the item on the ballot.

Florida Statutes 212.055(6) also authorizes the school board in each county to "levy, pursuant to resolution conditioned to take effect only upon approval by a majority vote of the electors of the county voting in a referendum, a discretionary sales surtax at a rate that may not exceed 0.5 percent" for school capital outlay. Voters approved the one-half cent sales surtax for school capital outlay in November 2014.  On June 16, 2020, the School Board unanimously (5 - 0, in favor) approved the submission of School Board Resolution 2020-02 for submittal to the County Commission for placement on the November 2020 ballot.  The terms of the extension of the sales surtax are materially the same as the 2014 referendum, except for the new provision in Florida Statute (2020) requiring a proportional share go to charter schools.
