Fiscal Impact:

Funding for bridge maintenance services is budgeted in Public Works Funds 1180 and 1160 and the Municipal Services Taxing Units.  The contract value will exceed $100,000, and bridge maintenance is estimated at $472,650.

Recommendation

It is requested the Board of County Commissioners:  1)  Authorize the development and advertisement of an Invitation to Bid for Bridge Maintenance Services; 2)  Authorize the award to the lowest, responsive and responsible qualified bidder (s); 3)  Authorize the Chair to execute any resulting contract (s), contract amendments, renewals, and extensions upon review and approval by the County Attorney’s Office, Risk Management, and Purchasing Services; and 4) Approve any Budget Change Requests associated with this action.

Summary Explanation and Background:

During the February 20, 2020 Budget Workshop, the Public Works Department reported on the state of the County’s bridges.  Bridges were identified in “good-poor” condition which need repair or replacement.  Staff outlined an action plan which included conducting a Bridge Condition Evaluation by an engineering consultant.  Since the Workshop, DRMP, Inc, has provided the initial findings of the Bridge Condition Evaluation.  Bridge repairs are currently estimated at $472,650.

 

Some of the minor bridge maintenance can be performed utilizing County forces from the Public Works Department/ Road and Bridge Maintenance Division.  However, many of the repairs are more complex in nature and require the services of a qualified bridge maintenance contractor.  The Invitation to Bid will be awarded to the lowest, responsive and responsible qualified bridge maintenance bidder as the primary contractor.  An award may be made to a secondary contractor as determined by the County.  The contract will have an initial term of three years with the option to renew, at the County’s sole discretion, for up to two additional years in one-year increments beyond the initial three-year term.  Board approval is required for contracts with a total aggregate value of $100,000 or greater.  Contract execution is contingent upon review and approval by the County Attorney, Risk Management and Purchasing Services in accordance with Administrative Order 29.
