It is requested that the Board of County Commissioners extend the existing Agreements with Canaveral Construction, Ivey’s Construction and W&J Construction for an additional six (6) months.

Summary Explanation and Background:
On January 27, 2015 the Board of County Commissioners authorized advertisement of a Request for Qualifications for Construction Management (At Risk) Services Agreement specific to Space Coast Area Transit (SCAT) projects. The Selection Committee selected Canaveral Construction, Ivey’s Construction and W&J Construction as the three CM firms to enter into contracts. The current contracts will expire May 22, 2020.
Brevard County Transit Services underwent their Federal Transit Administration (FTA) triennial review and Transit staff has been working with the FTA on contract modifications with procurement oversight. This will affect how Facilities Construction will pursue a new Request for Qualifications (RFQ) or Request for Proposals (RFP) for construction management services.
The recent pandemic of COVID-19 has delayed the final resolution between FTA and the County in resolving these deficiencies. This additional time will allow staff sufficient time for implementation of the modifications, solicitation of competitive proposals and negotiation of competitive contract(s).
