Fiscal Impact:

Funding for the preliminary engineering services in the amount of $160,938 is available in the Local Option Gas Tax budget as previously approved and allocated by the Board on April 7, 2020.

It is requested the Board of County Commissioners approve and authorize the issuance of the Notice to Proceed for Work Order No. 2019-4271-D-010 to DRMP, Inc. for preliminary engineering services for the Micco Road over Sans Sebastian Canal Bridge Replacement in the amount of $160,938 and approve any necessary Budget Change Requests associated with this action.

Summary Explanation and Background:

During the February 20, 2020 Budget Workshop, the Public Works Department reported on the condition of the Micco Road over Sans Sebastian Canal Bridge.  It was indicated the bridge has reached the end of its service life and was recommended for replacement at an estimated cost of $1.8 million for design, permitting and construction.  Staff requested a preliminary engineering proposal from DRMP, Inc., a continuing consultant acquired pursuant to Florida Statute, Section 287.055, “Consultants’ Competitive Negotiation Act (C.C.N.A.).”DRMP will perform the survey, geotechnical engineering, hydraulics analysis, structural design and preliminary roadway design for the bridge replacement at a lump sum cost of $160,938.  The consultant will perform the preliminary design of both a 3-span and single span bridge.  A preferred span configuration, superstructure, and substructure will be selected based on the selection criteria of cost and constructability. 

 

The proposal for the final engineering will be developed by DRMP upon the selection of the preferred bridge replacement.  The new bridge is anticipated to be 100 feet in length and carry two 11-foot lanes, two 8-foot outside shoulders, and barrier-separated 5-foot wide sidewalk on the south side of the bridge.  The Micco Road Bridge has been submitted to the Florida Department of Transportation for consideration for the Bridge Replacement Program, Off-System (BRTZ) which provides 75% federal funding towards the construction costs of bridge replacements.  At this time, a determination has not been made if this bridge is an eligible candidate for BRTZ funding.

 

Per Administrative Order 29, Contract Administration, work orders greater than $100,000 require Board approval for the authorization to issue a Notice to Proceed.  In accordance with the C.C.N.A. and Board Policy 26, a firm may provide professional services for projects in which the estimated construction cost of each individual project under the contract does not exceed $2 million.  The estimated construction cost of the Micco Bridge Replacement is approximately $1.4 million.
