Recommendation

It is requested that the Board of County Commissioners approve the following actions for the Trip and Equipment Grant from the Florida Commission for the Transportation Disadvantaged in the amount of $1,580,994:

 

                     the Chair to sign the Authorizing Resolution,

                     the Chair to sign the Grant Application,

                     the Chair to sign the Standard Assurances,

                     the Chair to execute the Grant Agreement, contingent upon County Attorney and Risk Management approval,

                     the County Manager to execute necessary Budget Change Requests,

                     the Transit Director to execute any additional follow-up documentation/resolutions and amendments necessary to secure these funds.

Summary Explanation and Background:

 

This grant will enable Brevard County to provide curb-to-curb transportation services to residents who are Transportation Disadvantaged (TD) as defined in Florida Statute 427, Part 1.  Funds in the Transportation Disadvantaged Trust Fund are allocated, on a formula basis, to each county according to the Florida Administrative Code 41-2.  The formula is based on total square miles in the County, passengers miles carried, vehicle miles traveled and population of the county.  Brevard County has been allocated $1,580,994 in State FY2020-2021 TD Trust Funds.  The TD Trust Funds require a 10% local match.  At this point of time, staff has not received word from the Florida Commission for the Transportation Disadvantaged on whether the Transportation Disadvantaged Trust allocations will be extended or altered due to the Federal CARES Act funding.  Therefore, staff is submitting the normal grant application along with the required local match. 

 

Even though the TD Funds are distributed through a formula, once the agreement is signed, Space Coast Area Transit is reimbursed on a per passenger mile basis through a service rate developed by the CTD with the grant starting on July 1, 2020 to correspond with the State’s Fiscal Year.

 

All of the funding will be used in providing curb-to-curb trips and not for the purchase of capital items.  The funds are used to provide paratransit service throughout the county for Medical, Food Shopping, Employment, Educational and various trips, with Medical trips accounting for about ½ of the total service.  A total of 66,778 trips were provided under this grant from April 2019 to March 2020.  The grant funding is allocated and spent according to the State of Florida Fiscal Year; therefore the grant will begin on July 1, 2020.  All of the funding is included in Transit Services FY2019-2020 operating budget and will be included in the FY 2020-2021 budget.
