It is requested that the Board of County Commissioners grant approval for Planning and Development to explore and pursue procurement of VUSPEX software that will provide virtual inspection capability.

Summary Explanation and Background:
Planning and Development staff has identified VUSPEX that will leverage technology to improve online submittal and processing of applications and documents that will reduce in-customer contact and enhance customer experience. Planning and Development performs approximately 55,000 inspections per year with a large number of in-person customer interactions.
Staff is working to reduce our direct customer exposure during the COVID-19 pandemic that will help with our social distancing strategy. VUSPEX is designed to fully integrate with the existing Planning and Development ACCELA permitting software. Staff has been evaluating VUSPEX for purchase next budget year prior to the COVID-19 pandemic, but is now asking to expedite the procurement process.
The VUSPEX software provides a platform for virtual inspections that integrates to the existing ACCELA permitting and inspection software. Customers use the VUSPEX APP to communicate with inspectors via cell phone device using live video feeds to perform inspections. The APP includes a GEO locator to verify the customers location and provides the ability to upload video and photos of the inspection directly into the ACELLA permitting software. Inspection results are also automatically transmitted into the ACCELA permit record. VUSPEX pricing is based upon a per inspection subscription with an estimated first year cost of $23,600.00 for an unlimited number of inspections, second and subsequent years will be $9.00 per inspection.
