Recommendation

It is requested that the Board of County Commissioners approve the following actions for a FY2020 Section 5339 Bus and Bus Facilities Grant from the Federal Transit Administration in the amount of $1,775,246:

                     the Chair to sign the Authorizing Resolution,

                     the Chair to sign the Grant Application,

                     the use of the Florida Department of Transportation Toll Revenue Credits,

                     the Chair to sign the Designation of Signature Authority allowing staff to submit the Grant electronically,

                     the Transit Director to execute and submit the Grant Agreement electronically, contingent upon County Attorney and Risk Management approval,

                     the Transit Director to execute any additional follow-up documentation, resolutions and amendments necessary to secure these funds,

                     any required Budget Change Requests.

Summary Explanation and Background:

 

Under the Federal Transit Administration Section 5339 Bus and Bus Facilities funding resources have become available to designated recipients to replace, rehabilitate and purchase buses and related equipment and facilities.  Space Coast Area Transit is the designated recipient for the Palm Bay/Melbourne Large Urban Area and Titusville Small Urban Area.  Currently, we have apportionments in our FY2017 and FY2018 Palm Bay/Melbourne Apportionment which will be expiring.  Staff would like to submit a grant application for the following three projects:

 

1)  Space Coast Area Transit would like to purchase two 35-foot Gillig Hybrid Low Floor Buses. This is the first step towards a greener department and our contribution to reducing the carbon footprint within the County.  These buses will operate off of BAE System accessory power system; which will allow the bus to operate on dual-mode (diesel/electric).   The BAE system goes even one step further and will allow the diesel engine to shut-off and run strictly on electric in certain GPS designated zones.

 

These transit buses will be an expansion to our current fleet with an expected delivery time of approximately 13 months.

 

2)  With the heighten security measures taking place throughout the United States, the Federal Transit Administration has requirements that our organization must meet.  Space Coast Area Transit will complete a revamp of our existing security camera system at both Cocoa and Melbourne Terminals.  Included in the project are added security measures to the outside doors and internal doors to include: fobs, hardware and door replacements. Some further added features will be completed to the main lobby area at the Cocoa Terminal.

 

3)  Space Coast Area Transit is in the process of demolishing the condemned building on King Street in Cocoa.  The plans are to create additional parking for employees and transit vehicles, to make room to build a Transit Center off Varr Avenue.  The first step of the project was to receive authorization from the Federal Transit Administration’s Environmental Services Department to demolish the condemned building.  We have finally received their authorization and we are ready to move forward with this project.  

 

This project consists of demolition of the existing condemned building, paving of the employee and transit vehicle parking lot, ADA amenities and landscaping to meet the City of Cocoa permit regulations.

 

These projects will be funded through our Federal Transit Apportionments for Section 5339 Palm Bay Melbourne FY2017, FY2018 and FY2019 ($562,368, $745,481 and $12,158) and Titusville FY 2019 ($455,239) Apportionments.  The local match for the capital projects will be provided through the Florida Department of Transportation Toll Revenue Credits Policy.  Under this program, no exchange of funds occur, however, the use of the Toll Revenue Credits will allow for 100% Federal participation in Transit Services FY2020 capital projects.

 

The Grant Application will be submitted to the Federal Transit Administration for their review and the Program of Projects will be added to the Transit Services FY2019-2020 and FY2020-2021.
