Recommendation

It is requested that the Board of County Commissioners:

 

1.                     Approve the private sale of a surplus parcel of property pursuant to Florida Statute §125.35(2). 

2.                     Authorize the County Manage or designee to execute all related sale documentation upon review by the County Attorney’s Office and Risk Management.

Summary Explanation and Background:

 

Parcel I.D. 24-35-01-25-8-9 / Tax I.D. 2400616 is .09 +/- of an acre is a vacant parcel located on Grissom Parkway, Cocoa.  The parcel was acquired by eminent domain in April of 1992.  The Brevard County Property Appraiser values this parcel at $110.00.

 

Brevard County Ordinance Section 2-243, Sale of real property by private sale to adjacent property owners, provides for a private sale when the Board finds:

 

1.                     The parcel of real property is of insufficient size and shape to be issued a building permit for any type of development to be constructed on the property.

2.                     The value of the parcel of real property is $15,000 or less, as determined by a fee appraiser designated by the Board or as determined by the County Property Appraiser.

3.                     The size, shape, location and value of the parcel would make it of use only to one or more adjacent property owners.

4.                     Upon receipt of bids for the property, the Board may either approve the sale to the highest bidder or reject all offers.

5.                     This parcel has been vetted through Land Acquisition and other County Departments for possibly use by other departments, of which there was none.
