Requested Action:

Recommendation

It is requested that the Board of County Commissioners: (1) Authorize the Chairman to execute Contract No. NF070, between Brevard County (Grantee) and the FDEP (Grantor) for the Micco sewer line extension; (2) Authorize the County Manager to execute future contract amendments subject to the approval of the County Attorney’s Office and Risk Management; and (3) Approve associated budget change requests.

Summary Explanation and Background:

Attached is a cost share agreement with the FDEP for the Brevard County Micco Sewer Line Extension Project (Attachment C). The location of the proposed project is provided in Attachment A. This project includes the installation of approximately 1.4 miles of a sewer service line and conversion of 31 commercial and residential properties that are adjacent to the Indian River Lagoon from septic to sewer. This project will improve Indian River Lagoon water quality by reducing excess nitrogen loading to the Indian River Lagoon by approximately 1,359 lbs/year.

 

The Micco Sewer Line Extension Project is included in the Save Our Indian River Lagoon Project Plan (Plan), as approved by the Board of County Commissioners. The Plan specifically identifies septic system removals and upgrades as a key component to reducing pollutant loadings to the Indian River Lagoon. The Plan includes an allocation of $1,977,345 of funding from the 2019 Save Our Indian River Lagoon Trust Fund for the Micco Sewer Line Extension Project. The proposed 2020 Plan Update increases funding to $2,038,500. Additionally, the County recently executed a cost share agreement with the Indian River Lagoon National Estuary Program (IRL Council) for $246,400 for the Micco Sewer Line Extension Project. Project design and permitting is nearly complete and construction is anticipated to start in 2020.  This cost share agreement with the FDEP will provide cost share: (a) to assist property owners with installation of grinder pumps and lateral lines, decommissioning of septic tanks and associated sewer connection fees; and (b) to collect pre- and post-construction groundwater monitoring data to evaluate changes in groundwater nutrient concentrations.
