Summary Explanation and Background:

Following a request by Commissioner Kristine Isnardi, District 5, staff has prepared this agenda item for consideration by the Board to rename the St. Johns Heritage Parkway to Andy Anderson Pkwy.  This request is intended to recognize and honor Andy Anderson’s contribution to Brevard County and the greater community-at-large.

The Board’s authority to rename streets is found in the Brevard County Code of Ordinances Section 86-1, Requirements for Naming or Renaming Streets.  As provided for in Sec. 86-1(e), the Board of County Commissioners has the authority to rename streets upon its own motion.  Florida Statute requires municipal concurrence to rename streets within their municipal boundaries.  Staff offers the following options for the Board’s consideration for the renaming of the St. Johns Heritage Parkway:

Option 1:  Direct staff to proceed with the actions needed to rename the St. Johns Heritage Parkway to Andy Anderson Pkwy in the unincorporated portions of the County (see attached map).   Coordination with the Florida Department of Transportation will be needed to facilitate this name change.  The County’s Fiscal Impact of this option is approximately $905.00 from the District 5 Municipal Service Taxing Unit Fund and would require a change to four existing signs.  This option would apply to two separate and relatively small portions of the Parkway (see attached map) as most of the Parkway is located within the municipal boundaries of Melbourne, West Melbourne and Palm Bay.

Option 2:  Direct staff to coordinate with the municipalities of West Melbourne, Melbourne, and Palm Pay to rename the St. Johns Heritage Parkway to Andy Anderson Pkwy to provide a unified roadway designation.  Coordination with the Florida Department of Transportation will be needed to facilitate this name change.  The County’s Fiscal Impact of this option is approximately $905.00 from the District 5 Municipal Service Taxing Unit Fund and would require a change to four existing signs.  This option has the potential to apply to much more of the Parkway subject to municipal concurrence (see attached map).

Option 3:  Provide staff with other direction.
