Board approval of Brevard County Public Safety Answering Points (PSAPs) Interlocal Agreement between Brevard County First Responder Agencies identified as; Brevard County Sheriff’s Office on behalf of unincorporated areas in Brevard County, Cities (on behalf of their Police and Fire Departments) of Titusville, Cocoa, Rockledge, Cocoa Beach, Satellite Beach, Indian Harbor Beach, Town of Indialantic, Melbourne, Palm Bay, Brevard County Fire Rescue providing Emergency Medical Services and Fire Services for unincorporated Brevard, and fire dispatch for Rockledge, City of Cape Canaveral, City of West Melbourne, Town of Grant-Valkaria, Town of Malabar, Town of Melbourne Village and the town of Palm Shores.

Summary Explanation and Background:

Section 163.01, Florida Statutes, sets forth the protocols under which public safety answering point (PSAP) will directly provide notice by radio of a public safety emergency to the on-duty personnel of a first responder agency for which the PSAP does not provide primary dispatch functions. 

 

The Marjory Stoneman Douglas High School Public Safety Commission recommended that counties be required to develop and implement communications systems to allow direct radio communication between public safety answering points (PSAPs) and first responders outside the PSAPs normal service area to provide for more efficient dispatch of first responders.

 

In response to the Commission’s recommendation, the Florida Legislature created Section 365.179, Florida Statutes (Direct radio communication between 911 public safety answering points and first responders) and requires each County Sheriff to facilitate an Interlocal Agreement between all first responder agencies within the county which provides interagency communications as required under this law.
