Recommendation

It is requested the Board of County Commissioners approve and authorize the Chair to execute Task Order No. HB-008 in the amount of $3,847,902 for engineering services for the Hollywood Boulevard Widening from U.S. 192 to Palm Bay Road.  It is further requested the Board approve any necessary Budget Change Requests associated with this action.

Summary Explanation and Background:

On August 20, 2007, the Board of County Commissioners entered into a Professional Engineering Services contract with Bussen-Mayer Engineering Group, Inc. to design a project known as Hollywood Boulevard Widening.  The consultant provided design, bidding and construction management services for the initial phase of the project, Henry Avenue Intersection Improvements and Fell Avenue Intersection Improvements.  Pursuant to the contract dated August 20, 2007, any future phases will be addressed as amendments to Exhibit “AA” Project Specific Scope of Services.  The County desires to proceed with the next phase which is the final engineering of the Hollywood Boulevard Widening project. 

 

Bussen-Mayer Engineering Group, Inc. submitted the proposal for the engineering services, as detailed in Attachment “A” of Task Order HB-008 in the amount of $3,847,902.  These services will include preliminary engineering, final design, surveying and traffic engineering.  As such Attachment “A” amends Exhibit “AA” Project Specific Scope of Services of the August 20, 2007 contract.  Funding for these services is provided from the State-Funded Grant Agreement with the Florida Department of Transportation which was entered into agreement on September 11, 2019 with final engineering to be completed by January 31, 2023 unless an extension of item is granted.  The County will pursue additional grant funding for future phases, including right-of-way and construction.  The final design will allow for construction to occur in phases as funding becomes available.

 

Task Order No. HB-008 will also serve as an amendment to the August 20, 2007 contract to update the Indemnification/Insurance and Audit Rights provisions and to provide for new provisions, specifically Public Records, E-Verify, Attorney Fees, Venue and Severability.  In accordance with Administrative Order 29, Task Order No. HB-008 has been reviewed by the County Attorney and Risk Management.
