Fiscal Impact:
A match of up to twenty percent (25%) is required if awarded. The preparation of the Salt Lake Watershed Master Plan is estimated at $400,000, with a $100,000 match obligation to be programmed in Fiscal Year 2027 using District 1 MSTU funds.

Recommendation
It is requested that the Board of County Commissioners:
1. Grant approval to apply to the HMGP Watershed Planning Program, authorizing staff to submit the proposal form via the State of Florida Division of Emergency Management (FDEM) portal;
2. Authorize the County Manager to sign the proposal form, grant agreement, any amendments, or renewals, contingent on County Attorney, Risk Management and Purchasing AO-29 approval; and
3. Authorize the County Manager to execute any necessary Budget Change Requests.

Summary Explanation and Background:
The Watershed Planning Program, funded through a $26.6 million grant under the Hazard Mitigation Grant Program (HMGP) provides funding to state, local, tribal, and territorial governments to develop, update, and implement watershed and stormwater master plans (WMP/SWMP) that mitigate future flood risks and reduce disaster losses. The closing date for HMGP Watershed Planning Program Call for Proposals is February 28, 2026, 5PM (EDT).
The purpose of the study is to evaluate the Salt Lake watershed to better understand how the various drainage and stormwater systems interact with each other via stormwater modeling. This watershed includes Parkland Street in Titusville as well as surrounding communities that recently experienced significant flooding this past October.
