Transfer of funds for actual expenses of the Fire Rescue Dispatch Center to the Sheriff’s office starting in FY 24-25 and then as part of the annual budget process. Transfer of necessary funding during the transition period to meet combined dispatch service requirements. The transition period is defined as the time the interlocal agreement is approved until no later than 30 September 2024.

Recommendation
Request Board approval and authorize the Chair to sign the attached Combined Communications Center Interlocal Agreement. It is also requested the Board delegate to the County Manager authority to approve budget change requests, addendums, agreements, transfers, or other required administrative actions during the transition period.

Summary Explanation and Background:
The Unified Communications Center (UCC) will consolidate 911 dispatch services and be located in the County’s Emergency Operations Center facility. The purpose of the UCC is to effectively coordinate public safety communications and provide a single structure responsible for fire, emergency medical, and law enforcement dispatch services. The proposed interlocal agreement between the Board and the Sheriff provides a framework for the UCC to become fully operational and capable by 30 September 2024. This request includes delegation of approval authorities to the County Manager to address administrative requirements during the transition period.
